One of four designs for figures intended for the rebuilding of Waterloo Bridge by Giles Gilbert Scott.
The inspiration for the subject matter came from President F.D. Roosevelt's proclamation to Congress, 1941. Roosevelt cited four essential freedoms which all men should strive for. These being: Freedom of Speech and Expression, Freedom of Worship, Freedom from Want and Freedom from Fear. the project was never realised.
